I. Basic Information on the Construction Project

The project is located in Block 7 of the coastal shipbuilding base. The company plans to invest RMB 46.768 million to renovate the existing plant site and slipways. Following the technological upgrade, two slipways, as well as machining, painting, and sandblasting workshops, will be constructed. Upon completion, the project will enable an annual shipbuilding capacity of 270,000 deadweight tons.

II. Distribution of Major Environmentally Sensitive Targets within the Scope of the Environmental Impact Assessment

The primary environmental protection targets within the scope of the environmental impact assessment are Shuangzha Village to the north of the project, as well as Shuqiaotou Village and Hekanxia Village to the northwest.

III. Forecast of Major Environmental Impacts

Operational Period: This project is a shipbuilding facility. Wastewater, after treatment to meet discharge standards, is conveyed to the Qian Suo Wastewater Treatment Plant and will not have a significant impact on the surrounding aquatic environment. Gaseous emissions primarily consist of paint‑spraying exhaust, sandblasting exhaust, and cutting dust. Within the workshop, these emissions are collected and treated to comply with regulatory limits; outside the workshop, they are released without specific containment. Overall, the project will not impose a noticeable environmental burden. Noise is mainly generated by mechanical equipment; through sound insulation and vibration‑damping measures, noise levels at the plant boundary will meet statutory requirements. Solid wastes—including scrap steel, spent abrasive grit, welding slag, used paint and oil drums, spent filter media, used activated carbon, dust collection residues, sludge, and municipal solid waste—are managed via resource recovery and harmless treatment, thereby minimizing their environmental impact. By implementing appropriate control measures to ensure compliance with emission standards, this project is expected to exert only a limited impact on the surrounding environment.

IV. Proposed Major Environmental Protection Measures, Environmental Risk Prevention Measures, and Expected Outcomes

Operational Period: Within the project’s workshop, exhaust gases from painting and sandblasting are collected and treated to meet emission standards before being discharged. Outside the workshop, fugitive emissions from welding, painting, and other processes are managed through appropriate control measures and released without organized sources. Following implementation, the project will not have a significant adverse impact on the surrounding environment. The project’s wastewater consists of domestic sewage and initial rainwater, which, after on-site treatment to meet regulatory standards, is conveyed to the Qian Suo Wastewater Treatment Plant for compliant discharge, thus avoiding any notable impact on the local surface water environment. Low-noise equipment is selected, and high-noise machinery is equipped with sound insulation and noise reduction measures to minimize acoustic impacts; solid waste is systematically sorted, collected, and disposed of in accordance with applicable regulations. Upon project implementation, risk management will be strengthened, with rigorous adherence to all preventive measures. In the event of an incident, timely response actions and emergency plans will be activated to keep potential risks within acceptable limits. Source‑level control and process‑based prevention will be implemented to safeguard the soil environment. After applying appropriate pollution‑prevention measures, all pollutants generated by the project will comply with emission standards, resulting in minimal environmental impacts and ensuring that the regional environmental quality remains unchanged, without contributing to its deterioration.

V. Preliminary Conclusions of the Environmental Impact Assessment

After being treated by appropriate measures, the various pollutants generated by the project have impacts on the surrounding environment that are within acceptable limits, and the environmental risks are at an acceptable level. This project is generally in compliance with the principles governing environmental protection approval.
